STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1)                     Adopt Resolution #2019-094 accepting the Community Development Block Grant (CDBG), project number CY-CM-PF-18-009, from the Alabama Department of Economic and Community Affairs (ADECA) for the extension of water services along County Highway 93 and adjacent roads beginning south at US Highway 98 and ending north at Bishop Trace Road, near Lillian and authorize the Chairman to sign necessary documents and execute the grant agreement on behalf of the Baldwin County Commission; and

 

2)                     Adopt Resolution #2019-95 authorizing the execution of the Intergovernmental Sub-Recipient Agreement between the Baldwin County Commission and Perdido Bay Water Sewer and Fire Protection District for implementation of the CDBG project number CY-CM-PF-18-009 and authorize the Chairman to sign necessary documents and execute the Intergovernmental Sub-Recipient Agreement between the Baldwin County Commission and Perdido Bay Water Sewer and Fire Protection District.

BACKGROUND INFORMATION

 

Previous Commission action/date:  Staff received an email from Stacy McKean with Grant Management, LLC, on July 9, 2018, requesting the Commission to consider a resolution which authorizes for the Perdido Bay Water Sewer and Fire Protection District to submit Fiscal Year 2018 CDBG grant application to request funding from ADECA to improve and extend public water services near the town of Lillian.

 

July 17, 2018, regular meeting:

Took the following actions:

 

1) Adopted Resolution #2018-099 authorizing the Perdido Bay Water Sewer and Fire Protection District to submit the Program Year 2018 (PY2018) Community Development Block Grant (CDBG) application to the Alabama Department of Economic and Community Affairs (ADECA) requesting $350,000.00 to improve and extend public water services near the Town of Lillian in PY2018 CDBG County funds; and

 

2) Authorized the Chairman to execute all required grant application documents on behalf of the County

 

June 19, 2018, regular meeting:

Took the following action: Adopted Resolution #2018-091 authorizing the Perdido Bay Water Sewer and Fire Protection District to prepare Fiscal Year 2018 Community Development Block Grant (CDBG) application to request funding from the Alabama Department of Economic and Community Affairs (ADECA) to improve and extend public water services near the Town of Lillian.

 

May 22, 2018, work session:

Mr. Mark Bohlin and Ms. Stacy McKean, on behalf of the Perdido Bay Water Sewer and Fire Protection District, came before the Commission to discuss the Fiscal Year 2018 Community Development Block Grant (CDBG) Application to the Alabama Department of Economic and Community Affairs (ADECA).

 

August 15, 2017, regular meeting:

Took the following actions: 1) Adopted Resolution #2017-131, of the Baldwin County Commission, which authorized the Perdido Bay Water, Sewer and Fire Protection District to submit a CDBG application to ADECA requesting $350,000.00 in funding for Fiscal Year 2017, and allowed the Chairman to sign all grant application documents; and 2) Adopted Resolution #2017-132 of the Baldwin County Commission, which determined that utilizing CDBG funds to provide the household connections to the new water services for the Perdido Bay Water, Sewer and Fire Protection District would serve a Public Purpose.

 

June 6, 2017, regular meeting:

Adopted Resolution #2017-101 of the Baldwin County Commission which authorized the Perdido Bay Water, Sewer and Fire Protection District to submit a CDBG application to ADECA requesting funding for Fiscal Year 2017.

 

Background: 

The Alabama Department of Community Affairs (ADECA) has announced the application workshop for the Fiscal Year 2018 Community Block Grant (CDBG).  The deadline to submit the County, Large City, Small City, Planning Fund and Community Enhancement Fund grant applications is Tuesday, July 31, 2018, at 12:00 noon to be considered for review and award.

 

The proposed project is to rehabilitate existing public water services and extend water services to unserved, low-to-moderate income households near the Town of Lillian (just north of the intersection of County Road 93 and US Highway 98).  If funded, the Perdido Bay Water, Sewer and Fire Protection District will provide the required local match for the project and will provide long term operation and maintenance.  The board will come back before the Commission with a formal Resolution in July 2018, and will provide an updated Cost Estimate and map, which will be updated by the Engineer of Record.
