STAFF RECOMMENDATION
Recommendation
Related to the Gulf Coast Resource, Conservation and Development Council, take the following actions:
1) Reappoint Mr. Blaine Chastain to serve as a member, said term to commence July 2, 2019, and expire November 8, 2022; and
2) Appoint Commissioner James E. Ball as proxy member to the place seat formerly held by Commissioner Frank Burt, Jr., said term to commence July 2, 2019, and expire November 8, 2022; and
3) Reappoint Mr. Frank Trione to serve as a member-at-large, said term to commence July 2, 2019, and expire November 8, 2022.

BACKGROUND INFORMATION

Background: The purpose and mission of the Gulf Coast Resource, Conservation and Development Council is to provide local leadership required for developing and carrying out a plan for orderly conservation, improvement, development and wise use of natural and human resources thereby improving the quality of life opportunities for people within the Gulf Coast Resource, Conservation and Development Project area comprising of the Poarch Band of Creek Indians and Baldwin, Escambia, and Mobile Counties within the State of Alabama.
The Council shall consist of at least one, and no more than two, representatives from each of the Council’s Sponsors.
All appointments previously made by the Baldwin County Commission (member, proxy member and member-at-large) on this board expired on November 13, 2018. Staff is proposing that the Commission consider the reappointment of Mr. Blaine Chastain as member; consider an appointment of Commissioner James E. Ball as proxy member to the place seat formerly held by Commissioner Frank Burt, Jr.; and consider the reappointment of Mr. Frank Trione; as member-at-large.
In the Council’s by-laws, there are no term limits for members appointed by the County Commission. Staff is proposing that the appointments be for the remainder of the Baldwin County Commission’s term, expiring November 8, 2022.
