Recommendation
Waive Baldwin County Commission Policy #9.10 - Engineering and Surveying Services and approve on-call consultant Volkert, Inc. to perform design services for the County Road 64 Capacity Improvements Project, with design fees not to exceed $526,142.00. The Eastern Shore Metropolitan Planning Organization (ESMPO) will fund 80% of the design fees and the County will provide the 20% local match.

BACKGROUND INFORMATION
Previous Commission action/date:
March 19, 2019 - The Commission approved Resolution #2019-059 and a funding agreement between the Baldwin County Commission and the Alabama Department of Transportation for the Preliminary Engineering to 3-Lane County Road 64 from State Route 181 to County Road 54 East and install a Roundabout at the Rigsby Road Intersection using 80% Federal funds and 20% County matching funds.
May 2, 2017 - Based on Policy #9.10, the Commission approved the standard on-call contract for engineering and related services that are estimated less than or equal to $100,000.00 and budgeted in the current fiscal-year budget with Volker, Inc. (The Contract was effective May 2, 2017 and will terminate May 2, 2020 or upon 30 days written notice by either party with or without cause.)
Background: The total amount allocated for the project Preliminary Engineering is $535,000.00 (MPO - $428,000.00, Local - $107,000.00) with the Baldwin County Commission providing the local 20% match. The Local Match of $107,000.00 exceeds Commission Policy #9.10 which has a limit of $100,000.00.
