Resolution 2019-135 Related to the Proposed I-10 Mobile River Bridge and Bayway Project

STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Adopt Resolution #2019-135, which encourages ALDOT to carefully review the design requirements for the proposed I-10 Mobile River Bridge and Bayway Project to ensure that the design is appropriate, reasonable and affordable and requests that ALDOT review, investigate and otherwise secure additional federal, state and grant funding opportunities to alleviate, or greatly reduce, the tolls necessary for this Project; and
2) Authorize the County Administrator forward the resolution to the Alabama Department of Transportation, Baldwin County Legislative Delegation, and any other government officials or agencies as deemed necessary.

BACKGROUND INFORMATION
Previous Commission action/date: N/A
Background: The Alabama Department of Transportation (ALDOT) has a plan for the construction of the Mobile River Bridge and Bayway Project, including design, construction and funding. ALDOT is considering tolling the Mobile River Bridge and Bayway Project, including the Wallace Tunnel, in order to provide funding.
The Baldwin County Commission has concerns regarding the proposed tolling of the Mobile River Bridge and the Bayway Project and the financial impact such toll will have on Baldwin County citizens and visitors. The proposed tolling plan will impose great hardship on the residents and businesses of Mobile and Baldwin County creating a financial barrier to travel for our citizens. This financial barrier could negatively affect growth and development in Mobile and Baldwin Counties, disrupt local economies and adversely impact our citizens.
