Recommendation
Take the following action:
1) Authorize staff to submit the Fiscal Year 2019 Edward Byrne Memorial Justice Assistance Grant (JAG- local solicitation) application on behalf of the Baldwin County Sheriff’s Office requesting $10,395.00 in federal funds. No match is required.
2) Authorize the Chairman to execute the application and any documents related to this grant.

Background:
The Edward Byrne Memorial Local Justice Assistance Grant (JAG) Program assists communities in a broad range of activities to prevent and control crime based on their own local needs and conditions. The Bureau of Justice Statistics calculates the formula for funding based on population and Part 1 violent crime statistics. Funds can be used for technical assistance, training, personnel, equipment, supplies, contractual support, information systems for criminal justice, law enforcement programs, prosecution and court programs, prevention and education programs, community corrections programs, drug treatment and enforcement programs, planning and evaluation, crime victim and witness protection programs, mental health programs and related law enforcement and corrections programs.
The local government must apply for funding on behalf of the law enforcement agency. The Department of Justice requires the application be made available for the local governing body’s review thirty (30) days prior to the submission date. If the 30-day review period cannot be met before the deadline, there are two options. Option 1 states that applicants should submit the application by the due date and funds will be held until documentation is submitted confirming the requirement has been met (which will be approximately September 20, 2019). Or, option 2 states that if the Commission approves the agenda item on August 20, 2019, the 30-day notification requirement will have been satisfied.
The application is due August 23, 2019 and the public must have an opportunity to comment on the application. The comment period for this application will be during the August 20, 2019 Baldwin County Commission meeting.
