STAFF RECOMMENDATION

Recommendation

To promote recreational and educational purposes benefiting the public, take the following actions:

 

1)  Approve the request from the Stockton Heritage Association, Inc. for the use of one (1) large Baldwin Regional Area Transit System (BRATS) bus for the Stockton Sawmill Days in Stockton, Alabama, on Saturday, March 21, 2020, from 9 a.m. to 5 p.m., with the additional hour for travel, at a cost of $630.00 ($70/hour); and

 

2)  Authorize the Baldwin County Solid Waste Department to support the Stockton Sawmill Days by providing fifteen (15) garbage carts and one (1) roll-off container and disposing of waste after the event, at a cost totaling $25.00; and

 

3)  Authorize an expenditure of public funds in the amount of $1,040.00 to be paid to A & M Portables Inc. for the use of five (5) handicap portable toilets equipped with toilet paper, hand cleaner, and a sink outside for handwashing to be delivered to the event on Friday, March 20, 2020, and picked up on Monday, March 23, 2020.

BACKGROUND INFORMATION

 

Previous Commission action/date: December 3, 2019 - Related to Stockton Sawmill Days and the Old Time Country Festival at Bicentennial Park to be held on March 21, 2020, took the following actions: 1) Authorized the Baldwin County Department of Archives and History to partner with the Stockton Heritage Association to host the event; and 2) Authorized the expenditure of $6,000.00 to pay for the fee for the professional Lumberjack demonstration during the event; and 3) Authorized proceeds from said event be allocated to Stockton Heritage Association to assist in its efforts to continue restoration and preservation of the Stockton Heritage Museum.

 

Background:  The Stockton Heritage Association. Inc. has requested the use of one (1) large BRATS bus for the Stockton Sawmill Days on Saturday, March 21, 2020.  The Stockton Heritage Association has also requested the Baldwin County Solid Waste Department to provide fifteen (15) garbage carts, one (1) roll-off container to dispose of waste after the event.

 

To help raise funds for continued preservation of the Stockton Heritage Museum, the

Stockton Heritage Association, Inc. and the Baldwin County Department of Archives and History will host a fund-raising event called “Stockton Sawmill Days and The Old Time Country Festival.”

 

The event will take place Saturday, March 21, 2020, at Bicentennial Park, Stockton, Alabama.

 

The first sawmill built in Alabama, Kennedy Mill, was located where Bicentennial Park is now.  The Stockton Community was built and sustained by the timber, sawmill and agriculture industries.  Stockton Sawmill Days and The Old Time Country Festival maintains one of the missions of both the Stockton Heritage Association and the Department of Archives and History of protecting and preserving the history and heritage of the area.  In addition to raising funds to help with missions, the event is educational for adults and children alike. 

 

FINANCIAL IMPACT

 

Total cost of recommendation:   $630.00 - BRATS, $1,040.00 - A & M Portable for restrooms, $25.00 - trash carts = for a total cost to the commission of $1,695.00.
