STAFF RECOMMENDATION

Recommendation

Related to the Association of County Commissions of Alabama (ACCA) Liability Self Insurance Fund, Inc. Member Longevity Bonus, take the following actions:

 

1)  Adopt and authorize the Chairman to execute Resolution #2020-064, in agreement with Baldwin County’s continued participation in the Liability Fund for an additional three (3) year period beginning on January 1, 2021, and concluding on December 31, 2023; and

 

2)  Authorize the Chairman to execute the Participation Agreement between the Baldwin County Commission and ACCA. The term of this agreement shall be for the period beginning on the date executed or at 12:01 a.m. on January 1, 2021 (whichever date is later), and ending at 12:01 a.m. on January 1, 2024.

BACKGROUND INFORMATION

 

Previous Commission action/date:  02/21/2017

 

Background:  To promote the long-term growth of the Fund and to provide participating members with additional financial assistance during this budget year, the Fund’s Board of Trustees has approved two distributions to the participating members. First, a refund of investment earnings will be distributed to all Fund participants in early 2019. Secondly, the Board has established a one- time “Longevity Bonus” for county commissions equal to 15 percent of their 2019 liability premium-contribution.

 

Baldwin County’s share of the investment refund will be provided following the receipt of its 2019 premium contribution payment. Additionally, each County Fund Member will receive the Longevity Bonus on May 1, 2019, provided it adopts a Resolution expressing its intent to participate for the new contract year and executes the attached Participation Agreement.
