Recommendation
Confirm, ratify and approve the attached AEMA State-Local Disaster Assistance Agreement between the State of Alabama Emergency Management Agency and the Baldwin County Commission, which was executed by the Chairman on May 7, 2020, related to FEMA Disaster: FEMA 4503-DR-AL (Covid-19) assistance and make the Agreement a part of the June 2, 2020, Baldwin County Commission Regular Meeting minutes.
The Agreement shall become effective on the date signed by the State and the Applicant and shall apply to all assistance funds provided by or through the State to the Applicant as a result of above referenced disaster and incident period.

BACKGROUND INFORMATION
Previous Commission action/date: Baldwin County Commission Emergency Special Meetings dated March 14, 2020 and March 27, 2020 Declaring a State of Local Emergency regarding Coronavirus (COVID-19).
Background: On March 14, 2020, an Emergency Special Meeting was called by the Chairman of the Baldwin County Commission to discuss the Coronavirus pandemic and to consider and/or adopt an instrument declaring a State of Local Emergency. At 9:20 p.m. the Commissioners unanimously adopted the Declaration of a State of Local Emergency.
On March 27, 2020, an Emergency Special Meeting was called by the Chairman of the Baldwin County Commission to discuss revisions and amendments to the Baldwin County Commission Planned Response to the Coronavirus (COVID-19) Pandemic Policy.
The State-Local Disaster Assistance Agreement is a standard emergency/disaster agreement between the Baldwin County Commission and Alabama Emergency Management Agency. This agreement provides the cost share breakdown, recaps various regulations, and allows the Baldwin County Commission to request reimbursement of emergency related costs through FEMA Public Assistance funds allocated to the Coronavirus emergency event.
