STAFF RECOMMENDATION

Recommendation

Award the bid for the Provision of Labor and Equipment for Asphalt Placement as per the attached Award Listing to Ammons & Blackmon Construction, LLC, as the Prime Contractor and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION

 

Previous Commission action/date: 

09/01/2020 meeting: Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Provision of Labor and Equipment for Asphalt Placement; and 2) Further, authorize the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.

 

Background:  Bids were opened in the Purchasing Conference Room on September 22, 2020 at 2:00 p.m.  One (1) bid was received from Ammons & Blackmon Construction, LLC., and a “No Bid” was submitted by Mobile Asphalt Company, LLC.  The bid had two (2) options in the specifications.  Option 1 is for the contractor to start work within 14 calendar days of issuance of Notice to Proceed and Option 2 is for the contractor to start work within 7 calendar days of the issuance of Notice to Proceed.  The bid specifications allow the bid to be awarded to a Prime and Secondary Contractor so if for some reason the Prime Contractor does not or cannot start work within the time stated, the County reserves the option to use the Secondary Vendor to perform the stated work.  Because only one (1) bid was received, this bid award will not involve a Secondary Vendor.  Staff recommends the bid be awarded to Ammons & Blackmon Construction, LLC, as the Prime Contractor as per the attached Contract.  Award Listing attached.
