Award the bid for Project No. TIDP-0220(251) - Bridge Deck Replacement at Two (2) Sites - BCP -0206219 CR 65 Over Turkey Branch (BIN161349) and BCP 0206319 Doc McDuffie Road Over Wolf Creek (BIN19657) to the lowest bidder, Blade Construction, LLC, in the Bid Amount of $1,429,288.99; Construction Time: 75 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Previous Commission action/date: March 20, 2018 meeting: 1) Authorized the Highway Department to prepare and submit a single Accelerated Innovation Deployment (AID) Demonstration Grant application for Doc McDuffie Bridge over Wolf Creek and County Road 65 Bridge over Turkey Branch; and 2) Authorized the Chairman to sign all required documents related to the grant application.
April 21, 2020 meeting: The Commission approved Resolution #2020-083 and a Grant Construction Funding Agreement between Baldwin County and the Alabama Department of Transportation for the Bridge Deck Replacements at County Road 65 over Turkey Branch and Doc McDuffie Road over Wolf Creek
7/21/2020 meeting: 1) Approved the Purchasing Director to place a competitive bid for the Bridge Deck Replacement at County Road 65 over Turkey Branch and Doc McDuffie Road over Wolf Creek; and 2) Approved the Chairman to execute any project related documents.
Background: Baldwin County was awarded up to $1,000,000.00 in Federal Highway Administration Accelerated Innovative Deployment (AID) Grant Funds for bridge deck replacements at two sites, County Road 65 over Turkey Branch and Doc McDuffie Rd over Wolf Creek. The estimated construction cost for the bridge deck replacements was $1,250,000.00. The grant award is $1,000,000.00.
Bids were opened in the Purchasing Conference Room on October 7, 2020 at 10:00 A.M. Two (2) bids were received. The lowest bid was received from Blade Construction, LLC, in the bid amount of $1,429,288.99. The Baldwin County Engineer, Joey Nunnally, and the Alabama Department of Transportation has reviewed the bid responses and has submitted the certified Bid Tabulation and letters recommending that the bid be awarded to the lowest bidder, $1,429,288.99. Total cost of recommendation: $429,288.99
Budget line item(s) to be used: 0206219 (FY19 budget of $263,370; unencumbered budget of $223,620) & 0206319 (FY19 budget of $438,370; unencumbered budget of $398,620)
If this is not a budgeted expenditure, does the recommendation create a need for funding? Grant funds of $1,000,000 will be utilized on these two projects. The original FY19 budget for both projects totaled to $525,000. The FY19 budget was rolled to FY20. In FY20, highway budget funds for these two projects were adjusted to reflect a total FY20 budget of $701,740, with actual budget funds available in FY20 of $622,240. Please note, Highway has not requested a rollover of FY20 funds to FY21 at this time.
