Previous Commission action/date:
9/15/2020 meeting: 1) Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Provision of Push-To-Talk over Cellular (PoC) Services & Equipment Monthly Rental for the Baldwin County Commission; and 2) Further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid was advertised.
10/20/2020 meeting: 1) Authorized the Purchasing Director to re-bid for the Provision of Push-To-Talk over Cellular (PoC) Services & Equipment Monthly Rental for the Baldwin County Commission; and 2) Further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.
Background: Bids opened in the Purchasing Conference Room on November 6, 2020 at 1:30 P.M., for the Provision of Push-To-Talk over Cellular (PoC) Services & Equipment Monthly Rental. Two (2) bids were received. In the specifications we stated that radio #4 be a M990 radio or equivalent. The reason for this request was so that we would be able to have a permanently mounted device in assets that was used by multiple staff. For example, one may be affixed to a Gradall so that communications would be available to anyone that was assigned that machine for the day. The equivalent that AT&T provided for Radio #4 was the XP5 unit which is not a fixed mount unit. The bid received from AT & T does not meet the required specifications. The lowest responsible bid was received from Two-Way Communications, Inc., D/B/A 2-Way Communications, Inc., per the attached Bid Tabulation. Staff Recommends the Commission award the bid to the lowest responsible bidder, who met the specifications, Two-Way Communications, Inc., D/B/A 2-Way Communications, Inc., per the attached Award Listing.
