Take the following action:
Authorize the chairman to execute Alabama Department of Environmental Management (ADEM) forms associated with the variance request to allow Alternate Daily Cover at all Baldwin County Commission Landfill facilities consisting of 50/50 Shredded Green Waste/Soil Mixture.
• Magnolia Landfill, Permit 02-03 - ADEM Form 439 (Minor Modification)
• MacBride Landfill, Permit 02-11 - ADEM Form 305 (Minor Modification)
• Eastfork Landfill, Permit 02-12 - ADEM Form 305 (Minor Modification).

BACKGROUND INFORMATION
Previous Commission action/date: N/A
Background: On September 16, 2020 Baldwin County Alabama was impacted by Hurricane Sally. To date the County has collected more than three million cubic yards of vegetative debris from the county rights-of-way. The Baldwin County Commission’s debris contract requires all vegetation to be ground. The Baldwin County Solid Waste Department wishes to request a minor modification to the existing landfill permits to allow for this material to be used as Alternative Daily Cover. Operation Plan Guidance for each County Landfill is attached and will accompany the executed forms with submission to ADEM. The Development and Environmental Director has requested Finance and Accounting to issue checks to ADEM for the requested minor modification.

Total cost of recommendation: $6,195.00 - Magnolia ($3,275.00), MacBride ($1,460.00), and Eastfork ($1,460.00)

If this is not a budgeted expenditure, does the recommendation create a need for funding? This requested permit change will be effective until all permits are up for renewal in 2024, continued need for this modification will be readdressed at that time.
