Recommendation
Adopt the revised Baldwin County Commission Policy #2.23 - Reservation of Live Oak Landing and Bicentennial Park Facilities and incorporate the revised policy into the Baldwin County Policies and Procedures Book.
The effective date of the policy revision will be December 21, 2020.

BACKGROUND INFORMATION
Previous Commission action/date: June 18, 2019 - Last revision to Policy #2.23
Background: At this time, staff would like to propose a revision to the policy to reflect the change in the management of the Live Oak Landing Park facilities and the RV Park/Camping at the park. The Live Oak Landing Park Management Team will take over processing reservations for Live Oak Landing facilities (pavilion, park, fishing tournaments, RV and primitive camping).
The reservations for the Bicentennial Park will remain under the Archives and History Department. Staff at the Archives and History Department coordinate tours of the park, educational trips by schools, and other events at the park and its facilities.
The attached is the proposed fee schedule Live Oak Landing. The strikethrough deletions are in red and the additions are underlined in blue. In summary, the $5 daily boat launch fees have been removed along with the annual passes. Therefore, there will longer be a daily launch fee at Live Oak Landing. The fishing tournament fees will remain at the current rate of $5 per boat. Including in the fishing tournament fee is a clause that any fee waivers must be approved by the Baldwin County Commission with the exception of fishing tournaments organized and sponsored by a Baldwin County High School as part of the Alabama Student Angler Bass Fishing Association. The RV park reservation fees have also been added to the fee schedule. The fees RV camp site fees are proposed at $40 per night (unchanged from current rate), $200 weekly rate (unchanged from current rate), and $500 monthly rate (increase of $75 over the current rate of $425). After a period of time, staff will monitor reservations to analyze and evaluate the campground revenue while reviewing rates of other campgrounds in the area for any future rate changes.
Per the management agreement 90-day cancellation policy with WildNative, LOL, the Baldwin County Commission will resume management of Live Oak Landing on December 21, 2020. It is the staff’s intent to make the majority of transaction through the online reservation system with little or no cash transactions.
