Recommendation

Take the following action(s):

 

1)  Authorize the Chairman to execute a Gulf of Mexico Energy Security Act (GOMESA) Grant Agreement with the Alabama Department of Conservation and Natural Resources (ADCNR) for public access improvements at the Baldwin County Intracoastal Waterway (ICW) boat ramp; and

 

2)  Authorize the Chairman to execute any other project related documents.

BACKGROUND INFORMATION

 

Previous Commission action/date: Various

 

Background:

September 20, 2019, BCC Regular Meeting - The Commission approved and authorized the Chairman to execute the Gulf of Mexico Security Act (GOMESA) Grant Agreement (Alabama Department of Conservation and Natural Resources ADCNR) in the amount of $7,500,000.00 for the property acquisition of 45 acres for the Intracoastal Waterway Boat Launch project.

 

December 3, 2019, BCC Regular Meeting - The Commission adopted Resolution #2020-038 amending the Fiscal Year 2020 Budget (Resolution #2019-144 adopted September 20, 2019) and authorized the movement of $400,000.00 from General Fund (Fund 001) to Parks (Fund 144) for the design of the Intracoastal Waterway Boat Launch.

 

February 4, 2020, BCC Regular Meeting - The Commission waived Baldwin County Commission Policy #9.10 - Engineering and Surveying Services and approved on-call consultant Volkert, Inc. to perform design services for the Intracoastal Waterway Boat Launch Design with design fees not to exceed $399,931.00.

 

March 17, 2020, BCC Regular Meeting - The Commission made the recorded Statutory Warranty Deed (Instrument No. 1791221) and all associated documents for the purchase of 45 acres of property on the Gulf Intracoastal Waterway, a part of the record.

 

The Public Access Improvements at the Baldwin County ICW Boat Ramp will consist of the construction of approximately 6 boat launches, fish and staging piers, gazebos, wharf area, restroom facilities and associated parking. The site has sufficient space to accommodate additional amenities as a future phase.

 

ADCNR agrees to provide an advance disbursement of GOMESA funds to Grantee for payment of allowable costs pursuant to a single payment in an amount not to exceed $2,601,500.00 to allow satisfactory completion of all project services.
