Recommendation

Approve resuming maintenance of the following roads on and near Plash Island in the City of Gulf Shores and adding to the Baldwin County Maintained Road List:

 

Bon Bay Drive - 0.65 miles

County Road 6 Extension (including bridge) - 0.60 miles

Oyster Bay Road - 0.52 miles

Plash Road - 0.54 miles

The Loop - 0.23 miles

Todd Lane - 0.17 miles

White Lane - 0.26 miles

BACKGROUND INFORMATION

 

Previous Commission action/date:  Various

 

Background: 

 

February 8, 2006 - The City of Gulf Shores sent a letter requesting the County transfer the maintenance of County Road 4 W and County Road 6 W to the City. As a condition, the City requested the County pay $116,000.00 to cover the cost to repair roadway base failures on County Road 4 West and, at a later date to be determined by the City, pay for the resurfacing of both County Road 4 W and County Road 6 W one final time.

 

March 2, 2006 - The Commission approved Resolution #2006-72 transferring the maintenance of County Road 4 W and County Road 6 W and other local roads (see below) to the City for a cost of $116,000.00 and a final resurfacing (1-inch overlay) at a later date with a six-month notice from the City of Gulf Shores. Resurfacing will include any additional lanes added by Gulf Shores.

March 27, 2006

Gulf Shores adopted Resolution No. 4049-06 accepting maintenance of County Road 4 W, County Road 6 W and local roads as designated in County Resolution #2006-72.

 

May 24, 2006 - Gulf Shores sent a letter informing the County they will not assume maintenance of County Road 6 W due to less than 50% of property has been annexed into the City. Once that changes, the City would assume responsibility for the road. The City now proposes to keep the $116,000.00 given by the County for maintenance of County Road 4 W, and with City or developer funding, repair and overlay the first mile of the road from Highway 59 to the west side of new developments. The County will again agree to pay for 1-inch overlay for the entire County Road 4 W / County Road 6 W loop, with a six month notice from the City.

 

The City will accept maintenance of:

 

Entire distance of County Road 4 W including the short extension of County Road 6 W that runs westward from west end of County Road 4 W (including the Plash Island bridge).

 

Todd Lane - 0.14 miles

Plash Road - 0.50 miles

Bon Bay Drive - 0.40 miles

The Loop - 0.48 miles

Floyd Plash Lane - 0.16 miles

 

June 12, 2006

Gulf Shores amended Resolution No. 4049-06 (approved March 27, 2006) reflecting that the City only accepts maintenance of County Road 4 W and local roads as designated in BC Resolution #2006-72, with the exclusion of County Road 6 W and the City intends to continue to work with the County to accept County Road 6 W at some time in the future.

 

July 10, 2006

Gulf Shores Mayor attended Road and Bridge meeting to discuss County Road 6 W, etc.

 

July 20, 2006 - The Commission approved Resolution #2006-133 which stated:

 

1) All provisions of the County’s Resolution #2006-72 shall remain in effect unless specifically addressed by this document.

 

2) The City will retain the $116,000.00 for maintenance of County Road 4 W and will repair and overlay the first mile of that road extending generally from Highway 59 to the new Waterdance Development.

 

3) The County will pay the costs of materials for a 1-inch overlay (125 lb/sy), for the entire County Road 4 W/ County Road 6 W Loop, within six (6) months of a request to do so.

 

4) The City will, upon the execution of this Resolution, accept control and maintenance responsibility of County Road 4 W, to include the short extension of County Road 6 W which runs westward from the end of County Road 4 W including the Plash Island Bridge, and:

 

a) Todd Lane - 0.14 miles

b) Plash Road - 0.50 miles

c) Bon Bay Drive - 0.40 miles

d) the Loop - 0.48 miles

e) Floyd Plash Lane - 0.16 miles

 

5) At the time that all properties adjacent to both sides of County Road 6 W are annexed into the City’s corporate limits, the City will immediately assume control and maintenance responsibilities of such roadway.

 

Road maintenance of Plash Island roads was discussed during the January 19, 2020 and July 16, 2020 Road and Bridge meeting.
