STAFF RECOMMENDATION

Recommendation

Confirm, ratify and approve the attached Agreement for Emergency Rental Assistance between the U.S. Department of the Treasury and the Baldwin County Commission, which was executed by the County Administrator on January 12, 2021, related to funds allocated for rental assistance for Baldwin County citizens, and make the Agreement a part of the January 19, 2021, Baldwin County Commission Regular Meeting minutes. 

The funds under this Agreement (award) shall remain available only through December 31, 2021, unless the recipient requests and receives an extension from the Treasury for an extension up to ninety (90) days,

BACKGROUND INFORMATION

 

Previous Commission action/date:  N/A

 

Background:  Wayne Dyess, County Administrator, signed the forms per the guidelines from the U.S. Department of the Treasury as the local government chief executive officer and the documents were submitted electronically to the U.S. Department of the Treasury on January 12, 2021, by staff.  This agreement was executed and submitted prior to Commission approval due to time constraints and submission deadline of January 12, 2021.

Per the U.S. Treasury documents shared by NACO COVID-19 Federal Emergency Rental Assistance Program (naco.org) <https://www.naco.org/resources/featured/covid-19-federal-emergency-rental-assistance-program> shows an allocation for Baldwin County estimated at $6,686,940.00.  The funds under this Agreement (award) shall remain available only through December 31, 2021, unless the recipient requests and receives an extension from the Treasury for an extension up to ninety (90) days.

Derek Boulware, CEO of Housing First, will attend the work session on January 19, 2021, to discuss the administration of this funding.  If the Commission determines that Housing First should administer this funding on behalf of the Baldwin County Commission, an agreement will be brought to the Commission for approval.
