Background: Section 40-7-42 of the Code of Alabama 1975 requires that all Alabama County Commissions set tax levies for the year at its first regular meeting in February of each year (i.e. millage rates for property taxes are levied at the first regular meeting of Baldwin County Commission in February of each year.)
