STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve the specifications and authorize the Purchasing Director to place a competitive bid for the Purchase of four hundred (400) Pedestrian Barricade Wall Units; and
2) Further, authorize the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.

BACKGROUND INFORMATION
Previous Commission action/date:
01/19/2021 meeting: 1) Approved and executed the Cooperative Agreement State Homeland Security Grant Program between the Alabama Law Enforcement Agency (ALEA) and Baldwin County Commission (Baldwin County Emergency Management Agency) as the pass-through entity for the purchase of soft target/crowded place protection equipment/barriers for the Fairhope Police Department, per their budget detail worksheet submitted with their grant application. The terms of the agreement shall commence on November 1, 2020, and end on October 21, 2021; and 2) Approved and executed the Sub-Recipient Funding Agreement between the Baldwin County Commission and the City of Fairhope (Police Department). 3) Authorized the Chairman to execute any other documents related to the Cooperative Agreement and the Sub-Recipient Funding Agreement.
Background: The Commission previously approved at their January 19, 2021 Regular Meeting the use of up to $50,000.00 to purchase crowded place protection equipment for the Fairhope Police Department to be reimbursed by funds from the FY20 Homeland Security Grant. A competitive bid must be used for this purchase due to the amount being greater than $15,000. Staff recommends the Commission approve the specifications and authorize the Purchasing Director to place a competitive bid for the Purchase of four hundred (400) Pedestrian Barricade Wall Units.
