STAFF RECOMMENDATION

Recommendation

Related to the Gulf Coast Resource, Conservation and Development Council, take the following action:

 

1)  Appoint Ms. Dawn Harper to serve as a member-at-large, to fill the place seat and unexpired term of Mr. Frank Trione, for a pro-rata reduced three (3) year term, said term to commence May 18, 2021, and expire November 8, 2022.

BACKGROUND INFORMATION

 

Previous Commission action/date:  07/02/2019, Last BCC appointment to this board.

 

Background:  Due to the passing of Mr. Frank Trione, the board is proposing the Commission consider the appointment of Ms. Dawn Harper as a member-at-large.  Staff is proposing that the appointment be for the remainder of Mr. Trione’s term, expiring November 8, 2022. 

 

Ms. Harper graduated from the University of Montevallo in 1987 with a Liberal Arts degree in Family Consumer Science/Home Economics.  She retired from teaching after 27 years and is now a full-time produce farmer in Baldwin County.

 

The purpose and mission of the Gulf Coast Resource, Conservation and Development Council is to provide local leadership required for developing and carrying out a plan for orderly conservation, improvement, development and wise use of natural and human resources thereby improving the quality of life opportunities for people within the Gulf Coast Resource, Conservation and Development Project area comprising of the Poarch Band of Creek Indians and Baldwin, Escambia, and Mobile Counties within the State of Alabama.

 

The Council shall consist of at least one, and no more than two, representatives from each of the Council’s Sponsors.

 

In the Council’s by-laws, there are no term limits for members appointed by the County Commission.
