Recommendation
Take the following actions:
1) Award the bid for Project No. BCP 0203120 (HW20031000) Construction of the Baldwin County Intracoastal Waterway (ICW) Boat Launch to the lowest bidder, McElhenney Construction Co., LLC, as follows and authorize the Chairman to execute the Contract.
Base Bid Amount: $9,124,235.15
Additive #3: $ 104,418.32 (Covered Breezeway)
Decking Alternate: $ 163,334.53 (Decking)
TOTAL AMOUNT: $9,391,988.00
Construction Time: 100 Working Days
2) Not awarding Additive #1 (Fishing Pier) $597,241.62 and Additive #2 (Walking Trail) $209,628.45.
3) Approve and confirm funding for this project from various sources:
a. 2.6M State GOMESA Grant
b. 3.1M Baldwin County 2021 GOMESA allocation
c. 2.0M 2020 Baldwin County GOMESA allocation reassigned from County Road 6 project
d. 3.0M 2018-2019 Baldwin County GOMESA allocation approved at the 01/19/2021 regular
meeting.
Total $10.7M which comprehends an additional $1.3M needed for associated projects at the launch.
BACKGROUND INFORMATION
Previous Commission action/date:
12/03/2019 meeting: Adopted Resolution #2020-038 amending the Fiscal Year 2020 Budget (Resolution #2019-144 adopted September 20, 2019) to authorize the movement of $400,000.00 from General Fund (Fund 001) to Parks (Fund 144) for the design of the Intracoastal Waterway Boat Launch.
02/04/2020 meeting: Waived Baldwin County Policy #9.10-Engineering and Surveying Services, and approved on-call consultant, Volkert, Inc., to perform design services for the Intracoastal Waterway Boat Launch Design with design fees not to exceed $399,931.00.
01/05/2021 meeting: Authorized the Chairman to execute the Gulf of Mexico Energy Security Act (GOMESA) Grant Agreement with the Alabama Department of Conservation and Natural Resources (ADCNR) for public access improvements at the Baldwin County Intracoastal Waterway (ICW) boat ramp; and authorized the Chairman to execute any other project related documents.
01/19/2021 meeting: Approved funding for the Intracoastal Waterway (ICW) Boat Launch construction using $3,000,000.00 of Gulf of Mexico Energy Security Act (GOMESA) funds.
02/17/2021 meeting: 1) Approved the Purchasing Director to place a competitive bid for the Baldwin County Intracoastal Waterway (ICW) Boat Launch Construction Project; and 2) Approved the Chairman to execute any project related documents.
Background: Bids were opened in the Purchasing Conference Room on May 4, 2021, at 2:00 p.m. Two (2) bids were received. The lowest was received from McElhenney Construction Co., LLC, in the base bid amount of $9,124,235.15. The bid included three (3) Additives and one (1) Alternate. The Highway Department is recommending the Commission award Additive #3 (Covered Breezeway) in the amount of $104,418.32 and the Alternate for Decking in the amount of $163,334.53 and not award Additive #1 (Fishing Pier) $597,241.62 and Additive #2 ((Walking Trail) $209,628.45. The Baldwin County Engineer, Joey Nunnally, has reviewed the bid responses and has submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest, McElhenney Construction Co., LLC., in the base bid amount of $9,124,235.15; Additive #3 $104,418.32 (Covered Breezeway) and Decking Alternate $163,334.53; with Construction Time: 100 Working Days.
