STAFF RECOMMENDATION

Recommendation

Confirm, ratify and approve the attached Agreement for Coronavirus State & Local Fiscal Recovery Funds, established by the American Rescue Plan Act of 2021 (ARPA), between the U.S. Department of the Treasury and the Baldwin County Commission, which was executed by the Baldwin County Commission Chairman, Joe Davis III, on May 18, 2021, related to funds allocated to the Baldwin County Commission, and make the Agreement a part of the June 1, 2021, Baldwin County Commission regular meeting minutes.


The funds under this Agreement (award) shall remain available only through December 31, 2024, unless the recipient requests and receives an extension from the Treasury for an extension up to ninety (90) days.

BACKGROUND INFORMATION

 

Previous Commission action/date:  N/A

 

Background:  Joe Davis III, Commission Chairman, signed the forms per the guidelines from the U.S. Department of the Treasury as the local government Chief Executive Officer and the documents were submitted electronically to the U.S. Department of the Treasury on May 18, 2021, by staff.  This Agreement was executed and submitted prior to Commission approval due to time constraints.

 

The U.S. Treasury document for Allocation for Counties shows an allocation for Baldwin County estimated at $43,360,588.00.  The U.S. Treasury is required to send out the first portion of funding (equal to 50% of the recipient’s allocation) within 60 days of enactment, and the second portion (the remaining 50%) no earlier than one year after the first disbursement. The funds under this Agreement (award) shall remain available only through December 31, 2024. 

 

A committee has been established to bring ARPA project recommendations to the Baldwin County Commission for review. 

 

Tanya Shannon, Deputy Director of Hagerty Consulting attended the Baldwin County Commission meeting on April 19, 2021, to discuss the administration of this funding. If the Commission determines that Hagerty Consulting should administer this funding on behalf of the Baldwin County Commission, an Agreement will be brought to the Commission for approval.
