Recommendation

Authorize the Chairman to execute the Covenant of Purpose, Use and Ownership document between the Baldwin County Commission and the Gulf Coast Ecosystem Restoration Council for the State Expenditure Plan #13: Longevity, Stability and Water Quality Improvements, Bon Secour Dredge Material Disposal Area (DMDA), as required by the Alabama Department of Conservation and Natural Resources, acting as the administrative agent for the Alabama Gulf Coast Recovery Council.

BACKGROUND INFORMATION

 

Previous Commission action/date:  January 5, 2021: The Commission authorized the Purchasing Director to advertise a competitive bid for State Expenditure Plan #13: Longevity, Stability and Water Quality Improvements, Bon Secour Dredge Material Disposal Area (DMDA) once the agreement, plans, and specifications are finalized; and authorized the Chairman to execute any project related documents.

January 5, 2021: (separate action): The Commission approved a Subaward Grant Agreement with the Alabama Department of Conservation and Natural Resources (ADCNR) for State Expenditure Plan #13: Longevity, Stability and Water Quality Improvements, Bon Secour Dredge Material Disposal Area.

December 19, 2017: The Commission authorized the Highway Department to submit a grant application for the following projects:

New Stream-Gaging Station on Fish River at County Road 32

Lillian Park Beach Habitat and Shoreline Protection Longevity, Stability & Water Quality Improvements

Bon Secour Dredge Material Disposal Area (DMDA)

 

Background:  Baldwin County has been awarded funding under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (“RESTORE”) for implementation of the RESTORE Act Spill Impact project titled “State Expenditure Plan #13: Longevity, Stability and Water Quality Improvements, Bon Secour Dredge Material Disposal Area (DMDA)”. The purpose of this project is to construct a structurally sound weir, replacing the existing weir structure, at the Bon Secour DMDA.

This document outlines that Baldwin County, as subrecipient of a financial assistance award, agrees to the continued use of the property as a dredge site.
