Funding Agreements with Alabama Department of Transportation for Preliminary Engineering and Construction of Austin Road Extension Project

STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Adopt Resolution #2022-009 and authorize the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Transportation for the funding of Preliminary Engineering, Right-of-Way Acquisition and Utility Relocation for the Austin Road Extension Project; and
2) Adopt Resolution #2022-007 and authorize the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Transportation for the funding of Construction and Construction Engineering Inspection for the Austin Road Extension Project.
These agreements shall be effective upon full execution and shall be in effect until the project has been completed and reimbursements are complete. These agreements may be terminated by either party upon delivery of a thirty (30) day notice of termination.

BACKGROUND INFORMATION

Background:
The Eastern Shore MPO has approved federal funds to construct a new road (extend Austin/Corte Road) from County Road 13 to Friendship Road near Daphne. There has been significant residential and commercial growth in the area and the proposed new road will alleviate congestion associated with the development.
FINANCIAL IMPACT
Total cost of recommendation:
The estimated cost for Preliminary Engineering, Right-of-Way Acquisition and Utility Relocation is $487,500.00 with the Eastern Shore MPO providing 80% ($390,000.00) and Baldwin County providing the remaining 20% (97,500.00).
The estimated cost for Construction and Construction Engineering Inspection is $1,406,250.00 with the Eastern Shore MPO providing 65% ($914,062.50) and Baldwin County providing the remaining 35% (492,187.50).
