BACKGROUND INFORMATION
Previous Commission action/date:
April 5, 2022 - Approved the following Amendments to the Emergency Rental Assistance Program Guidelines: 1) Revised text for clarity and to include requirements for the Emergency Rental Assistance (ERA) 2 Program. 2) Incorporated U.S. Department of the Treasury (Treasury) terms for ERA1 & ERA2. 3) Incorporated revised ERA Documentation Checklist and Tenant Direct Payment for Non-participating or Non-responsive Landlords Standard Operating Procedure. 4) Revised applicable income limits and incorporate future revisions upon issuance by the U.S. Department of Housing & Urban Development (HUD). 5) Revised ERA2 Program deadline to September 30, 2025; and application submission deadline to June 10, 2025, or until funds are exhausted.
August 17, 2021 - BCC approved the Emergency Rental Assistance (ERA2) fund allocation in the amount of $5,290,605.50.
June 1, 2021 - BCC approved the Tenant Direct Payment for Non-participating or Non-responsive Landlords Standard Operating Procedure and approved the following Amendments to the Emergency Rental Assistance Program Guidelines:
1) Payments made directly to renters when landlords refuse to participate.
2) Include utilities, late fees, relocation expenses, and reconnection fees.
3) Revise program deadline to September 30, 2022; and application submission deadline to June 10, 2022.
March 25, 2021 - BCC approved the Emergency Rental Assistance Program (ERAP) Guidelines.
January 19, 2021 - BCC approved the Emergency Rental Assistance (ERA1) fund allocation in the amount of $6,686,362.30.
Background:
The Commission amended the Emergency Rental Assistance Program Guidelines for Baldwin County on June 1, 2021, and April 5, 2022.
The County Administrator signed applicable forms per the Agreement for ERA1 from the U.S. Department of the Treasury as the local government chief executive officer and the documents were submitted electronically to the U.S. Department of the Treasury on January 12, 2021, by staff. This agreement was executed and submitted prior to Commission approval due to time constraints and submission deadline of January 12, 2021. The Commission approved the fund allocation on January 19, 2021. The Commission held a Special Meeting on March 25, 2021, that approved the Emergency Rental Assistance Program Guidelines for Baldwin County.
The Commission approved the fund allocation for ERA2 on August 17, 2021. Vice Chairman, Commissioner James E. Ball, signed applicable forms per the Agreement for ERA2 from the U.S. Department of the Treasury as the local government chief executive officer and the documents were submitted electronically to the U.S. Department of the Treasury on August 17, 2021, by staff.
