Background: The County Engineer, Joey Nunnally, is submitting for Commission approval Change Order #2 in the amount of $625,219.74 for the construction of ramp revisions recommended by the design engineer. The County will be reimbursed by the design engineering firm on this project. Staff recommends the Commission approve Change Order #2 and authorize the Chairman to execute the Change Order.
GENERAL BACKGROUND:
01/18/2022: Approved Change Order #1 in the amount of $58,775.00 with McElhenney Construction Company, LLC, for the addition of an entrance sign on Project No. BCP 0203120 (HW20031000) - Baldwin County Intracoastal Waterway Boat Launch and authorized the Chairman to execute the Change Order.
06/01/2021: Due to the identification of a typographical error in Agenda Item BE7 approved by the Baldwin County Commission during its May 18, 2021, regular meeting related to Project No. BCP 0203120 (HW20031000) - Construction of the Baldwin County Intracoastal Waterway (ICW) Boat Launch Award took the following actions: Amended the previous action by changing the construction time from 100 working days to 120 working days and authorized the Chairman to execute the revised Contract for Construction Services, which reflects the same change.
05/18/2021: Awarded the bid for Project No. BCP 0203120 (HW20031000) - Construction of the Baldwin County Intracoastal Waterway (ICW) Boat Launch to the lowest bidder, McElhenney Construction Co., LLC, as follows and authorized the Chairman to execute the Contract: Base Bid Amount: $9,124,235.15; Additive #3: $104,418.32 (Covered Breezeway); Decking Alternate: $163,334.53 (Decking);TOTAL AMOUNT: $9,391,988.00; Construction Time: 100 Working Days; and 2) Not awarding Additive #1 (Fishing Pier) $597,241.62 and Additive #2 (Walking Trail) $209,628.45; and 3) Approved and confirmed funding for this project from various sources: A. 2.6M State GOMESA Grant; B. 3.1M Baldwin County 2021 GOMESA allocation; C. 2.0M 2020 Baldwin County GOMESA allocation reassigned from County Road 6 project. Total $10.7M which comprehends an additional $1.3 needed for associated projects at the launch.
02/17/2021: 1) Approved the Purchasing Director to place a competitive bid for the Baldwin County Intracoastal Waterway (ICW) Boat Launch Construction Project; and 2) Approved the Chairman to execute any project related documents.
01/19/2021: Approved funding for the Intracoastal Waterway (ICW) Boat Launch construction using $3,000,000.00 of Gulf of Mexico Energy Security Act (GOMESA) funds.
01/05/2021: Authorized the Chairman to execute the Gulf of Mexico Energy Security Act (GOMESA) Grant Agreement with the Alabama Department of Conservation and Natural Resources (ADCNR) for public access improvements at the Baldwin County Intracoastal Waterway (ICW) boat ramp; and authorized the Chairman to execute any other project related documents.
02/04/2020: Waived Baldwin County Policy #9.10-Engineering and Surveying Services, and approved on-call consultant, Volkert, Inc., to perform design services for the Intracoastal Waterway Boat Launch Design with design fees not to exceed $399,931.00.
12/03/2019: Adopted Resolution #2020-038 amending the Fiscal Year 2020 Budget (Resolution #2019-144 adopted September 20, 2019) to authorize the movement of $400,000.00 from General Fund (Fund 001) to Parks (Fund 144) for the design of the Intracoastal Waterway Boat Launch.
