Implementation of 2020 Salary Survey Increases

STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1)  Approve the 2020 "Move to Market" salary survey recommendation for employees, as an annual increase due to their tenure in their respective positions and years of service with the County, to be effective June 20, 2022; and

 

2)  Adopt Budget Amendment Resolution #2022-104 to fund this increase.

BACKGROUND INFORMATION

 

Previous Commission action/date:  July 21, 2020 - Salary survey approved by the Commission.

 

Background:  On July 21, 2020, the Commission approved the Evergreen Solutions salary survey option of "Bring to Minimum," which placed all employees within a new pay scale. Many employees received increases to only bring them to the minimum of the new pay scale instead of being based on their tenure in their position and within the County. Implementation of the "Move to Market" option will place employees closer to the correct salary based on these reasons. These increases are only for employees that were part of the salary survey in 2020, as those hired in after October 1, 2020, were hired in the new pay scale.

 

Evergreen Solutions began reviewing the salaries of Baldwin County Commission and Baldwin County Sheriff's Office in January 2019. Additionally, a committee of senior staff was formed to discuss the results and determine alternate or additional solutions to aid in the recruitment and retention of employees.

 

The Personnel Director respectfully requests that the "Move to Market" salary increases are approved.

Total cost of recommendation:  BCC - $142,754.00 for FY21/22; $359,732.77 - annually
