STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Approve the Fiscal Year 2022 Emergency Management Performance Grant State Subaward Agreement with Alabama Emergency Management Agency providing $4,334.00 in Emergency Management Performance Grant (EMPG) State Share Funds to Baldwin County Emergency Management Agency. The period of performance for this grant is October 1, 2021 to September 30, 2022.

2) Authorize the Chairman to execute the State EMPG Agreement and any related documents.

BACKGROUND INFORMATION

 

Background:  Emergency Management Performance Grant (EMPG) funds are received on an annual basis and are used in support of viable emergency management programs at the state and local levels of government. The Alabama Emergency Management Agency is the State Administrative Agency for these funds. The Federal Share supports programmatic elements of local emergency management agencies. The State Share/Salary Supplement is awarded for the Baldwin County EMA Director maintaining Certified Local Emergency Manager (CLEM) status through the Alabama Emergency Management Agency. See Alabama Code Title 31. Military Affairs and Civil Defense § 31-9-62 (c).

 

Previous Commission action/date:  April 5, 2022 - 1) Approved Cooperative Agreement with the Alabama Emergency Management Agency providing $66,419.00 in Emergency Management Performance Grant (EMPG) State Share funds (Federal funds passed through the State) to the Baldwin County Emergency Management Agency. The period of performance for this grant is October 1, 2020, to September 30, 2021; and 2) Authorized Chairman to execute the federal and State EMPG Agreements and any related documents

 

FINANCIAL IMPACT

 

Total cost of recommendation:  $4,334.00 State Share - offset by grant revenue

 

Budget line item(s) to be used:  Revenue post to 100.44320; expenses post to various accounts within Cost Center 10052300.
