STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Waive Baldwin County Commission Policy #9.10 - Engineering, Environmental Monitoring and Surveying Services; and
2) Approve on-call consultant Hydro Engineering Solutions (Hydro, LLC) to perform a regional detention study evaluating specific locations with fees not to exceed $153,000.00.

BACKGROUND INFORMATION
Background: In the strategic plan adopted by Baldwin County on September 15, 2020, a strategic priority is protecting the natural environment by reducing runoff and flooding through the implementation of a regional retention system for stormwater. Hydro Engineering Solution’s proposal will evaluate potential locations as a part of this priority. The proposed fee of $153,000.00 exceeds the $100,000.00 limit outlined in Baldwin County Policy #9.10, therefore, staff is requesting that this policy is waived.
