Recommendation
Adopt Resolution #2022-158 terminating the appropriations of ARPA Funds previously approved by resolution of the Commission, including funds appropriated by Resolution #2022-102 for a temporary premium pay program, effective December 31, 2022.

BACKGROUND INFORMATION
Background: Reason for Replacement Item: Staff recommendation and Resolution #2022-158 have been revised by changing the effective date from September 30, 2022, to December 31, 2022. The County Commission, during its special called meeting on August 15, 2022, decided to continue the Temporary Premium Pay payments monthly until December 31, 2022.
Exercising the authority provided under the American Rescue Plan Act to provide Temporary Premium Pay for employees working due to the COVID-19 pandemic, the Baldwin County Commission Grants Committee previously recommended appropriating ARPA funds to provide premium pay to eligible County Commission and Baldwin County Sheriff’s Office employees in response to their performing essential work during the COVID-19 pandemic is a necessary and reasonable use of these funds.
Previous Commission action/date: June 7, 2022 - BCC took the following action:
Adopt Resolution #2022-102 regarding expenditures of American Rescue Plan Act Funds for a Temporary Premium Pay Program. The Temporary Premium Pay Program will provide premium pay to eligible County Commission and Baldwin County Sheriff’s Office employees as additional compensation, for the first full pay period of each month, effective July 4, 2022, in the amount of $8.66 per regular hour, and $12.99 per overtime hour.
The monthly payments will be capped at $700.00 for full-time employees and $500.00 for part-time employees, with a lifetime cap of $25,000.00. TPP payments will include full-time employees and part-time employees only and will end on December 31, 2024, or when the federal emergency order for COVID is lifted, whichever comes first.
