STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Accept the State Homeland Security Grant Subgrant Award Agreement (2022-2LOC-FEO-224) with Alabama Law Enforcement Agency (ALEA) in the amount of $40,484 to update communication and technology tools for the Emergency Management Agency’s Emergency Operations Center (EOC) upstairs training room; and
2) Authorize the Chairman to execute the Agreement and any other grant related documents; and
3) Authorize EMA Planning and Grants Division Manager to submit the Agreement electronically through the ALEA grants portal on behalf of the Baldwin County Commission.

BACKGROUND INFORMATION
Background: On July 5, 2022 (Agenda Item BK1), the Baldwin County Commission approved the submittal of two applications for the State Homeland Security Grant Program with ALEA. Only one was approved.
As of November 1, 2022, ALEA has granted Baldwin County Emergency Management Agency’s (EMA) funds for its Emergency Operations Center upstairs training room in the amount of $40,484. Due to a typographical error, the amount is greater than originally requested.
The State Homeland Security Grant Program is a federally funded FEMA grant program focused on enhancing the ability to prevent, protect against, respond to, and recover from terrorist attacks. These grants do not require any local match; they are fully funded up to $50,000.00.
Previous Commission action/date: July 5, 2022 - The BCC approved the submittal of two applications for the State Homeland Security Grant Program with ALEA. One for the Baldwin County Sheriff’s Office (BCSO) in the amount of $46,790.00 to acquire low-night vision goggles to improve low-light capabilities during tactical situations. The second application was for the Emergency Management Agency in the amount of $28,996.00 to update communication and technology tools for the upstairs training room of the Emergency Operations Center (EOC). Homeland Security Grant Applications for Fiscal Year 2022 and accompanying letters of support signed by the Chairman of the Baldwin County Commission were submitted by staff electronically prior to Commission approval due to time constraints and the submission deadline of July 2, 2022.
