STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Waive Baldwin County Commission Policy #9.10 - Engineering and Survey Services; and
2) Approve on-call consultant Thompson Engineering to perform design services for the County Road 64 at Baldwin Beach Express Intersection Improvement Project with design fees not to exceed $170,500.00.

BACKGROUND INFORMATION
Background:
The Highway Department has selected Thompson Engineering to perform design services for the County Road 64 and Baldwin Beach Express Intersection Improvement Project. The proposed fee of $170,500.00 exceeds the Commission Policy #9.10 Engineering and Survey Services on-call limit of $100,000.00.
Previous Commission action/date:
December 20, 2022 - Adopted Resolution #2023-035 and approved a Construction Funding Agreement between the Baldwin County Commission and the Alabama Department of Transportation (ALDOT) for the County Road 64 at Baldwin Beach Express Intersection Improvements Project. (This agreement shall be effective upon full execution and shall be in effect until the project and reimbursements are completed.)
March 15, 2022 - Authorized the Highway Department to submit an application and documentation for a grant under the Federal Highway Administration - Highway Safety Improvement Program (HSIP) for a proposed Alternate Intersection Design (R-Cut) at County Road 64 and Baldwin Beach Express; and authorized the Chairman to execute a letter of intent and any other grant related documents as required.
