BACKGROUND INFORMATION
Background: Governor Kay Ivey signed the Rebuild Alabama Act #2019-2 into law on March 12, 2019. This Act amends the Code of Alabama 1975 and will be used for transportation infrastructure improvement, preservation, and maintenance projects pursuant to the provisions of the Act. The Alabama State Act levies an additional 10¢ excise tax on gasoline and diesel fuel implemented over a three-year period.
The County Engineer shall present the FY 2022 County Rebuild Alabama Annual Report at the first Commission meeting in January. This annual written report shall provide each project’s status and detail expenditures made from the County Rebuild Alabama Fund and Federal Aid Exchange fund. The written report shall be entered into the minutes of the County Commission and published on the County’s website.
Previous Commission action/date:
August 17, 2021 - The BCC took the following actions:
1) Adopted the Rebuild Alabama - Baldwin County FY22 County Transportation Plan which included the following projects:
River Road North - Bridge Replacement over Keller Creek
County Road 69 - Resurface from Roserun Road to County Road 68 Extension
County Road 68 Extension - Resurface from County Road 68 to Styx River Bridge
County Road 64 Extension - Widen and Resurface from Waterworld Road to County Road 112
County Road 54 - Resurface from County Road 55 to State Route 59
Breman Road - Resurface from Feely Road to U.S. Highway 98
Feely Road - Resurface from County Road 87 to Breman Road
County Road 95 - Widen and Resurface from U.S. Highway 98 to End of Maintenance
2) Approved the display of the County Transportation Plan in conspicuous places at the Baldwin County Courthouse, Baldwin County Commissioner offices, Baldwin County Highway Department, Baldwin County website and other places deemed appropriate by the Baldwin County Commission.
March 15, 2022 - The BCC took the following actions:
1) Adopted the amended County Transportation Plan which included the following projects:

County Road 54 - Resurface from County Road 55 to State Route 59
County Road 95 - Widen and Resurface from U.S. Highway 98 to End of Maintenance
County Road 64 Extension - Widen and Resurface from Waterworld Road to County Road 112
2) Approved the display of the amended County Transportation Plan in conspicuous places at the Baldwin County Courthouse, Baldwin County Commissioner offices, Baldwin County Highway Department, Baldwin County website and other places deemed appropriate by the BCC.
July 19, 2022 - The BCC approved the Chairman to execute the Fiscal Year 2022 County Rebuild Alabama Contractor Report for awarded projects funded with County Rebuild Alabama Funds.
December 20, 2022 - The BCC approved the County Engineer to submit the Fiscal Year 2022 County Rebuild Alabama Certificate of Compliance verifying 99.56% of County Rebuild Alabama Funds for Fiscal Year 2022 County Rebuild Alabama projects were expended utilizing a contract; and make the Fiscal Year 2022 County Rebuild Alabama Certificate of Compliance part of the record.
