Recommendation
Related to the Gulf Coast Resource, Conservation and Development Council, take the following actions:
1) Appoint Commissioner Matthew P. McKenzie to serve as a proxy member, to fill the place seat formerly held by Commissioner James E. Ball, for a pro-rata reduced four (4) year term, said term to commence January 3, 2023, and expire November 3, 2026; and
2) Appoint Mr. Blaine Chastain as a member to replace the place seat formerly held by Commissioner Matthew P. McKenzie, for a pro-rata reduced four (4) year term, said term to commence January 3, 2023, and expire November 3, 2026.

BACKGROUND INFORMATION
Previous Commission action/date: 11/16/2022, BCC Organizational Meeting - BCC appointed Commissioner Matthew P. McKenzie as a member and Commissioner Billie Jo Underwood as member-at-large to the Gulf Coast Resource, Conservation and Development Council, for the term of office as Commissioners (Nov. 16, 2022, to Nov. 3, 2026).
Background: At this time, staff is proposing the Commission consider the re-appointment of Commissioner McKenzie as a proxy member and the appointment of Mr. Blaine Chastain as a member for the place seat currently held by Commissioner McKenzie, both appointments being pro-rata reduced four-year terms, expiring at the end of this Commission’s term on November 3, 2026.
The purpose and mission of the Gulf Coast Resource, Conservation and Development Council is to provide local leadership required for developing and carrying out a plan for orderly conservation, improvement, development and wise use of natural and human resources thereby improving the quality of life opportunities for people within the Gulf Coast Resource, Conservation and Development Project area comprising of the Poarch Band of Creek Indians and Baldwin, Escambia, and Mobile Counties within the State of Alabama.
The Council shall consist of at least one, and no more than two, representatives from each of the Council’s Sponsors. Each Sponsor reserves the right to appoint individuals whom it perceives will represent it well while serving in the best interest of the Council.
In the Council’s by-laws, there are no term limits for members appointed by the County Commission.
