Recommendation

Approve Change Order #1 in the amount of $181,953.00 with Green Machine Sales, LLC, for Bid #WG23-17 - Outfit of the Magnolia Material Recovery Facility and authorize the Chairman to execute the Change Order.

(Funding will be from the American Rescue Plan Act (ARPA) funds.

BACKGROUND INFORMATION

 

Background:  Terri Graham, Development and Environmental Director, is submitting for Commission approval Change Order #1 in the amount of $181,983.00 on the outfit of the Magnolia Material Recovery Facility project. Green Machine is adding the bounce-belt separator system free-of-charge to the Baldwin County Commission which will increase fiber recovery before the container-sort line, as well as enhancing pick rates and cleanliness on the container processing line. Green Machine will also increase the loading zone lower horizontal of the C1 continuous system feed/pre-sort conveyor free-of-charge.

 

The following options that will be priced out and offered to the Baldwin County Commission include a fiber re-run system and container push-through bunkers that will accommodate the Commission’s loader clear height requirements:

 

Option A: Container line fiber re-run system in the amount of $99,305.00;

 

Option B: Container line push through bunders in the amount of $82,648.00; total amount for Change Order #1 is $181,953.00. 

 

The original contract amount was $3,656,805.00; including Change Order #1 the new contract amount will be $3,838,758.00.

 

Funding will be from American Rescue Plan Act (ARPA) funds. 

 

Previous Commission action/date: 

03/07/2023 meeting:  Awarded the Bid #WG23-17 - Outfit of the Magnolia Material Recovery Facility to the lowest bidder, Green Machine Sales, LLC, in the total bid amount of $3,656,805.00 as the attached Award Listing and authorized the Chairman to execute the attached Contract. (Funding will be from the American Rescue Plan Act (ARPA) funds.

 

01/17/2023 meeting:  Rejected all the proposals received for the Request for Proposals (RFP) for the Engineering of Magnolia Material Recovery Facility Equipment Design, Procurement, and Installation; and 2)  Authorized the Purchasing Director to advertise the competitive bid as required in Code of Alabama Title 39 Public Works Law, or Title 41 Competitive Bid Law, after final approval of the appropriate statute and bid documents by the Association of County Commissions of Alabama (ACCA) and the County Attorney. (Funding will be from the American Rescue Plan Act (ARPA) funds.

 

11/16/2022 meeting: Approved and authorized staff to advertise the attached Request for Proposals (RFP) for the Engineering of Magnolia Material Recovery Facility Equipment Design, Procurement, and Installation.  (Funding will be from the American Rescue Plan Act (ARPA) funds.
