STAFF RECOMMENDATION

Recommendation

Approve the final design of the Baldwin County MacBride Landfill Phase IV Access Road located in Loxley, Alabama, and authorize the Purchasing Director and Engineer, CDG Engineers & Associates, Inc., to bid the project. End

BACKGROUND INFORMATION

 

Background:  During the Fiscal Year 2021 Budget Deliberations the BCC approved for the Solid Waste Department to begin the Site Expansion and Infrastructure enhancements to MacBride Landfill.  Specifically, the department needed an access road to the 551 acres purchased to the south of MacBride Landfill.  CDG Engineers and Associates, Inc. through the Master On Call Contract with the Solid Waste Department has provided professional civil engineering services for the aforementioned project. Estimated construction cost of this project is $800,000.00 to $900,000.00.  The following civil engineering services have been completed for evaluation of the project:

 

Phase I - Corridor Study

                     The Corridor Study has been completed and a feasible alignment was approved (Option 3 from the Decision Matrix) by the Baldwin County Solid Waste (BCSW) Department. This alignment includes approximately 1,200 LF of roadway crossing the identified wetland area with a 40’ single span ALDOT Precast Concrete Bridge.

 

Phase II MacBride Phase IV Access Road - Design Phase

 

Environmental Services:  Approved USACE Jurisdictional Determination & NWP: CDG’s subconsultant will submit the required maps and data forms to acquire an Approved Jurisdictional Determination (AJD) from the U.S. Army Corps of Engineers (USACE) and apply for coverage under a Nationwide Permit (NWP) for impacts associated with the proposed access road. Wetland mitigation credit negotiations will also be coordinated.

                     

Geotechnical Services:  The geotechnical evaluation will address the proposed haul road, slopes and bridge in the wetland area. The noted portion of the roadway will be 1,200 feet in length and contain two 15 feet wide lanes. The road will be subjected to heavy, off-road truck traffic and will be surfaced with crushed aggregate. Ditches will be constructed along the alignment; curb-and-gutter and storm pipe are not planned. The bridge will be single span and 40 feet in length. Proposed grading is expected to consist of maximum cuts and fills of approximately 2 feet and 10 feet, respectively, along the roadway centerline. Slopes will exhibit inclinations of 3(H):1(V) or flatter.

                     

Roadway Plans:  Utilizing the current LiDAR topographic data and GIS property data, CDG will complete the final plan assembly detailing items of work necessary to complete construction of this project. The plan assembly will reference the ALDOT Standard Specifications for Highway Construction, dated 2018.

 

The Solid Waste Department is requesting the Commission approve the final design and authorize the Purchasing Director and Engineer to move forward with placing a competitive bid on this project.
