Recommendation
Approve the final designs of the Baldwin County Magnolia Landfill Facility Entrance Utilities, Scale House and three (3) Scales and authorize the Purchasing Director and Engineer to bid the projects.

BACKGROUND INFORMATION
Background: During the Fiscal Year 2022 Budget Deliberations the BCC approved the for the Solid Waste Department to begin the Site Expansion and Infrastructure enhancements to Magnolia Landfill. Specifically, the department requested to increase efficiency to traffic flow into and out of the landfill and provide much needed upgrades to the scale house in anticipation of the newly constructed Baldwin County Material Recovery Facility. CDG Engineers and Associates, Inc. through the Master on Call Contract with the Solid Waste Department has provided professional civil engineering services for the aforementioned projects. Estimated construction cost of utilities - $275,000.00 to $350,000.00; estimated construction cost of scale house - $175,000.00 to $225,000.00 and estimated construction cost of the three (3) scales - $275,000.00 to $350,000.00. The following civil engineering services have been completed for evaluation of an approximate 2,500 linear foot roadway, new modular scale house building, as well as three (3) scales.
Topographic Survey
CDG shall perform, prepare, and deliver to Owner a topographic survey for design and planning purposes. This survey shall include control surveys necessary for completing the topographic survey. Permanent benchmarks shall be placed at a density or spacing appropriate for the proposed use of the survey and show a written description, location and be established for each separate, non-contiguous site surveyed.
Geotechnical Services
The purposes of the geotechnical evaluation are to determine general subsurface conditions at specific hand auger and soil test boring locations and provide geotechnical recommendations relative to the earthwork and paving phases of construction.
Design Services
These services include project management, Site and Roadway construction plans, project specifications, and cost estimating for the construction of a new access road, scalehouse and three (3) scales.
The Solid Waste Department is requesting the Commission approve the final design and authorize the Purchasing Director and Engineer to move forward with placing a competitive bid on these projects.
