STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve Highway Department staff to prepare and submit an application for the Fiscal Year 2024 Transportation Alternatives Program (TAP) to request federal funding for a pedestrian bridge on the Eastern Shore Trail at Point Clear Creek; and
2) Adopt Resolution #2023-104 and authorize the Chairman to send a letter to the Alabama Department of Transportation (ALDOT) advising of Baldwin County’s intent to apply for federal funds for the construction of the project; and
3) Approve the Chairman to sign any other award or reporting documents as needed.

BACKGROUND INFORMATION
Background:
The section of the Eastern Shore Trail near the Grand Hotel currently does not have a pedestrian bridge; therefore, pedestrians must leave the trail and use the road shoulder to cross Point Clear Creek. This pedestrian bridge will allow them to continue on the trail on a much safer crossing.
The FY 2024 TAP application deadline is May 30, 2023. The total amount that a project application can apply for is $1,000,000.00 ($800,000 federal and $200,000 local match).

FINANCIAL IMPACT
Total cost of recommendation: The estimated project cost is $962,550.00 with ALDOT providing 80% ($770,040.00) and Baldwin County providing the matching 20% ($192,510.00.) Baldwin County will also provide Preliminary Engineering estimated at $100,000.00.
