Recommendation

Approve and authorize the Chairman to execute a letter of support to the City of Orange Beach’s Wind and Water Learning Center in the City’s pursuit of an ADEM 319 Grant for Implementing Nature Based Stormwater Solutions.

 

BACKGROUND INFORMATION

 

Previous Commission action/date:  N/A

 

Background:  The Baldwin County Environmental Advisory Committee (EAC) works with groups and local communities to assist them in grant opportunities.  Ms. Jackie McGonigal, Wind and Water Learning Center Coordinator, requested that the EAC assist her with the City of Orange Beach’s first ADEM 319 grant proposal.  The EAC agreed to serve as the stakeholder involvement group and help with community outreach. 

The City’s proposed ADEM 319 project involves the implementation of nonpoint source Best Management Practices (BMPs) at the Wind and Water Learning Center.  The BMPs will be technically sound, environmentally protective, and economically sensible to protect and improve water quality using a watershed or ecosystem-based conservation and restoration approach.  The project will mitigate CWA Section 319 (h) NPS program priority pollutants.  This exciting work will involve the installation of permeable pavers, rain gardens, bioswales, etc. which will be beneficial for protecting and improving the water quality of Wolf Bay.  The County’s EAC will serve as stakeholder involvement and provide technical review.  The proposal does not commit the County to any financial obligations.
