STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the removal of a derelict sailboat in Weeks Bay near 10681 Crescent Point Drive; and

 

2) Authorize the Purchasing Director and ALEA to place a competitive bid and further authorize the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.

BACKGROUND INFORMATION

 

Background:  Reason for Replacement Item: Staff recommendation updated to approve sailboat removal and authorize Purchasing Department to place a bid.

 

ALEA’s Marine Patrol Division is requesting assistance from the County Commission regarding the removal of a derelict vessel in Weeks Bay near 10681 Crescent Point Drive. The derelict vessel is a hazard to navigation for boats traveling in the area.

 

Purchasing Staff and ALEA are requesting that a competitive bid be placed for the removal of the sailboat.  Bid specifications will be prepared and a competitive bid will be advertised.

 

Proposed Funding Source to Pay for the Derelict Boat Removal:

 

During the December 5, 2022, regular meeting, the Commission approved Agenda Item CA8, adopting Resolution #2023-025 authorizing the execution of an agreement with ADCNR Alabama Forever Wild Land Trust (FWLT) and approving a Memorandum of Understanding between FWLT and BCC for the FWLT to make an annual payment of $1.60 per acre to each county where FWLT owns land.  FWLT owns 48,774.7 acres in Baldwin County. 

 

On January 20, 2023, the County received $78,039.52 from ADCNR Forever Wild Trust.

 

These funds can be used to pay for this derelict boat removal.

 

Previous Commission action/date:  02/24/2023 - The Commission authorized the expenditure and payment of $13,800.00 to Gillis Construction, Inc. for the removal of a derelict sailboat from the Bon Secour River.
