STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Approve and authorize the Chairman to execute a letter of support to the Industrial Access Road and Bridge Corporation through the Alabama Department of Transportation for additional funding for access improvements at the Novelis site; and

2) Authorize the Chairman to execute any further documentation related to the Industrial Access Road and Bridge Corporation application.

BACKGROUND INFORMATION

 

Background: 

The Industrial Access Road and Bridge Corporation has approved State Industrial Access funding in the amount of $925,500.000 for the State Route 287 Improvements adjacent to Novelis Drive. This supplemental application is requesting funding to cover the construction of additional improvements being required by ALDOT along State Route 287 as well as the construction of Novelis Drive.

 

Previous Commission action/date: 

April 18, 2023: The Commission approved Resolution #2023-101 and authorized the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Transportation to provide State Industrial Access funding in the amount of $925,000.00 to assist with construction of a new right hand turn lane, traffic signal and employee access entrance along State Route 287 to benefit the Novelis Manufacturing Project. (This agreement shall be effective upon full execution and shall be in effect until the project has been completed and reimbursements are complete. This agreement may be terminated by either party upon delivery of a thirty (30) day notice of termination.)

 

August 2, 2022: The Commission authorized the execution of a letter of support to the Industrial Access Road and Bridge Corporation through the Alabama Department of Transportation for the application for funding to prepare Highway 287 and the industrial parkway that will serve the Novelis facility at the South Alabama Mega Site; and authorized the Chairman to execute any further documentation related to the Industrial Access Road and Bridge Corporation grant application.
