STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the allocation of American Rescue Plan Act (ARPA) funds in the amount of $2,085,127.20 for the cost of the Drainage Improvements along River Road Project, including the construction of a new bridge over Flat Creek, and relocating the road and bridge crossing outside of the effective floodway for Styx River to mitigate flooding impacts and improve safety; and

 

2) Adopt Resolution #2024-085 of the Baldwin County Commission allocating up to $2,085,127.20 of the ARPA funds for the Drainage Improvements along River Road Project.

 

BACKGROUND INFORMATION

 

Background:  The Final Rule issued by the U.S. Department of Treasury on January 6, 2022, identified the cost of expenses for necessary investments in water infrastructure as an eligible enumerated expense.

Project description:  This project is located on River Road in the Styx River Community of Baldwin County. The existing roadway is within the floodway of Styx River and has experienced numerous flooding events over the years, causing roadway failures, ditch erosion, and loss of access to property. River Road is a dead-end road, and these reoccurring flood events have repeatedly trapped homeowners and prevented first responders from accessing the citizens. The existing alignment of River Road crosses the Flat Creek floodplain at or near ground level such that this road regularly experiences overtopping from both headwater flooding (Flat Creek) and tailwater flooding (Styx River). Additionally, the site experiences channel, bank, and roadway erosion, causing significant sediment loss into downstream streams and rivers.

This project will relocate and improve the creek crossing, providing safer access for the residents, reducing flooding, and improving water quality in downstream streams and rivers.
