Recommendation
Extend Competitive Bid #WG23-29 for the Provision of Emulsified Asphalt (Bituminous Materials) with Blacklidge Emulsions, Inc., for an additional twelve (12) months with the same prices, terms, and conditions stated in the original bid award on May 16, 2023. The extension will expire May 16, 2025.

BACKGROUND INFORMATION
Background: Highway Department staff requests to extend the bid award with Blacklidge Emulsions, Inc., awarded on May 16, 2023, for an additional twelve (12) months. The bid specifications contained a stipulation that the bid could be extended for two (2) additional twelve (12) month periods by the Commission at their option, if acceptable by the vendor. Any additional contract or extension will be at the same prices, terms, and conditions stated in the original bid. The vendor, Blacklidge Emulsions, Inc. submitted an email agreeing to extend the bid prices for an additional twelve (12) months. Award listing attached for review.
Previous Commission action/date:
04/04/2023 meeting: Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Provision of Emulsified Asphalt (Bituminous Materials); and further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid was advertised.
05/16/2023 meeting: Awarded the bid to Blacklidge Emulsions, Inc., for the Provision of Emulsified Asphalt (Bituminous Materials) per the Award Listing.
