STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Approve the submittal of the Homeland Security Grant application to the Alabama Law Enforcement Agency (ALEA) in the amount of $200,000 for the Baldwin County Emergency Management Agency to update the Emergency Operations Center (EOC) Operations Video Wall System; and

2) Authorize the Chairman to sign any other documents related to the grant application; and

3) Authorize EMA Planning and Grants Division Manager to submit the application electronically through the ALEA grants portal, on behalf of the Baldwin County Commission, by April 15, 2024.

BACKGROUND INFORMATION

 

Background:  The State Homeland Security Grant Program is a federally funded FEMA grant program focused on enhancing the ability to prevent, protect against, respond to, and recover from terrorist attacks. This is a reimbursement grant that does not require any local match.

 

The Baldwin County EOC Operations Video Wall System is no longer serviceable.  All parts for the wall have been discontinued, yet it is an essential component to the EMA’s daily operations and crucial to response for emergency incidents for situational awareness and coordination purposes. The total cost for the system update is quoted at $212,779.00 therefore, if awarded, the Commission will be responsible for the remaining $12,779.00.  

 

Previous Commission action/date: 

July 18, 2023 - (Agenda Item HA1 - File ID 23-1407) The BCC approved the submittal of FY23 Homeland Security Grant Application to purchase four (4) portable incident lights.

 

November 7, 2023 - (Agenda Item CK1 - File ID 23-0132) The BCC accepted the grant award for EMA and authorized the Chairman to execute the FY23 Homeland Security Grant Agreement to purchase four (4) portable incident lights.

 

FINANCIAL IMPACT

 

Total cost of recommendation:  $212,779.00 with $200,000.00, to be offset by grant revenue. There is no cost share for this grant; however, $200,000.00 is the maximum award possible. Therefore, the Commission would be responsible for at least $12,779.00, if awarded.

 

Budget line item(s) to be used:  Fund 280 Federal Grants

 

If this is not a budgeted expenditure, does the recommendation create a need for funding?  Due to the necessity of the Operations Video Wall System to EMA’s daily and emergency operations, EMA intends to request the overall cost ($212,779.00) in the budget in case the grant is not awarded to the Commission. ALEA will notify us of the potential grant award in September or October.
