STAFF RECOMMENDATION

Recommendation

Authorize the Chairman to execute an agreement between the Baldwin County Commission and Alabama Department of Conservation and Natural Resources (ADCNR) to provide preliminary engineering of the conversion of approximately 80 acres of farmland into a regional stormwater facility that will improve water quality within the Fish River Watershed.

This agreement shall be effective upon full execution and shall end on September 30, 2026. End

BACKGROUND INFORMATION

 

Background:  The Baldwin County Commission was recently awarded a RESTORE Grant that transferred $2,500,000.00 from a previously approved project to the Fish River Watershed Sediment and Stormwater Improvements Project.

 

The first step in implementing the project is approval of the preliminary engineering funding agreement for the Regional Stormwater Pond Project.  The $150,000.00 for preliminary engineering will come from the overall previously approved project amount of $2,5000,000.00. Upon completion of final plans and engineer’s estimate, the Baldwin County Commission will request a second agreement to be approved for funding the construction of the pond.

 

The principal purpose of the Regional Stormwater Pond Project is to minimize sediment loading and reduce stormwater runoff in the Fish River Watershed. This location was identified in the Baldwin County Watershed Modeling Analysis by Hydro Engineering Solutions as part of the regional detention project.

 

Previous Commission action/date: 

April 2, 2024 - Approved the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond and authorized the Purchasing Director to advertise the RFQ.
