Recommendation

Take the following actions:

1) Award the bid to the lowest bidder, PlumCore, Inc., for the emergency water pipe replacement project at the Baldwin County Corrections Center located in Bay Minette as follows and authorize the Chairman to execute the Construction Contract.  Bid Tabulation attached.

Base Bid Amount:  $2,778,424.00
Alternate #1:           $    512,206.00
(Water Control for Inmate WC Plumbing Fixtures)
Alternate #4:           $     23,361.00 (New LED Light Fixtures in New Lay-in-Ceilings)
Total Amount:         $3,313,991.00
Construction Time:    240 days

2) And not awarding Alternate #2 (Replace Air Control Valves at Phonematic Fixtures and Alternate #3 (Retrofit Mechanical Valves to Phonematic Fixtures).

Funding source:  2020A Warrants - $2,500,000.00, the remaining budget needed is to be determined.

BACKGROUND INFORMATION

 

Previous Commission action/date: 

9/3/2019 meeting: 1) Approved the attached AIA Contract for the Architectural Services with PH & J Architects, Inc., for the Emergency Water Pipe Replacement project at the Baldwin County Corrections Center in the amount of 7.2% of the project cost and authorized the Chairman to execute the Contract contingent upon approval of the County Attorney; and 2) Authorized the Purchasing Director and Architect to solicit informal bids in accordance with Code of Alabama, Section 39-2-2(3)(g) for the emergency water pipe replacement project at the Baldwin County Corrections Center.

 

Background:  Bids were opened in the Purchasing Conference Room on March 10, 2020 at 2:00 P.M.   Two (2) bids were received.  The lowest bid was received from PlumCore, Inc., in the base bid amount of $2,778,424.00, and Add Alternate #1 in the amount of $512,206.00 (Water Control for Inmate WC Plumbing Fixtures) and Add Alternate #4 in the amount of $23,361.00 (Add new LED Light Fixtures in new lay-in Ceilings) for a total bid amount of $3,313,991.00.  The Architect, Patrick Addison has reviewed the bid responses and submitted a letter and certified bid tabulation recommending the bid be awarded to the lowest bidder, PlumCore, Inc., in the amount of $3,13,991.00.

Total cost of recommendation:  $3,313,991.00
