STAFF RECOMMENDATION

Recommendation

Award the bid for the purchase of four hundred (400) pedestrian barricade wall units to the lowest bidder, Coastal Industrial Supply, LLC as per the attached Award Listing.

BACKGROUND INFORMATION

 

Previous Commission action/date: 

05/18/2021 meeting: 1) Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Purchase of Four Hundred (400) Pedestrian Barricade Wall Units; and 2) Further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid was advertised.

 

01/19/2021 meeting: 1) Approved and executed the Cooperative Agreement State Homeland Security Grant Program between the Alabama Law Enforcement Agency (ALEA) and Baldwin County Commission (Baldwin County Emergency Management Agency) as the pass-through entity for the purchase of soft target/crowded place protection equipment/barriers for the Fairhope Police Department, per their budget detail worksheet submitted with their grant application. The terms of the agreement shall commence on November 1, 2020, and end on October 21, 2021; and 2) Approved and executed the Sub-Recipient Funding Agreement between the Baldwin County Commission and the City of Fairhope (Police Department). 3) Authorized the Chairman to execute any other documents related to the Cooperative Agreement and the Sub-Recipient Funding Agreement.

 

Background:  Bids were opened in the Purchasing Conference Room on June 10, 2021 at 1:30 P.M. Twelve (12) bids were received. The lowest bid was received from Coastal Industrial Supply, LLC, who had three exceptions: the length, height, and weight of the product bid differs from what was requested in the Bid Specifications. EMA staff has advised that the differences are immaterial and have recommended awarding the bid to the lowest bidder, Coastal Industrial Supply, LLC as per the attached Award Listing. Bid Tabulation is attached for review.
