Appropriation of Funds to Eye Heart World, Inc. for the Rose Center

STAFF RECOMMENDATION
Recommendation
Action Item with discussion needed - Ms. Crystal Yarbrough, Rose Center Program Director, has requested the opportunity to speak to the Baldwin County Commission related to the FY20 appropriation(s) the Rose Center received. The FY21 Appropriation is contingent upon Ms. Yarbrough’s presentation to the Commission.
Should the Commission wish to move forward with the appropriation of funds at this time, the following action will should be taken the Regular Session Meeting:
Approve an Agreement between the Baldwin County Commission and Eye Heart World, Inc. to allocate funds in the amount of $2,000.00 to Eye Heart World, Inc. to be used to support the Rose Center in Mobile, Alabama, a drop-in center for young women who are severely at risk for human trafficking or who are being exploited, said funding to be used for program services such as transportation, job interviews, case management, therapy and counseling.
The terms of the Agreement shall commence October 6, 2020 and expire September 30, 2021 and may be terminated per the parameters set forth therein.

BACKGROUND INFORMATION
Previous Commission action/date: Contingent funding for the appropriation was passed in the Fiscal Year 21 Budget, Resolution #2020-127, on September 15, 2020.
Background: The Commission supported the Rose Center in Fiscal Year 2020, and the Fiscal Year 2021 Budget included $2,000.00 in funding for the Rose Center, the allocation of which was contingent upon the Rose Center presenting data to the Commission at a meeting.
