Recommendation
Award Bid #WG21-21 - Pre-Event Debris Removal and Disposal Services from the County Right-of-Ways within Unincorporated Baldwin County to the lowest responsible bidder, who met all the specifications, CrowderGulf, LLC, as per the attached bid tabulation and authorize the Chairman to execute the Contract. (Contract shall be effective and commence immediately upon the same date as its full execution, and the same shall terminate upon the expiration of twenty-four (24) months, with an option to extend for one twelve (12) month period or until such time that a new contract can be bid and awarded.)

BACKGROUND INFORMATION
Previous Commission action/date:
04/06/2021 meeting: 1) Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Pre-Event Debris Removal & Disposal Services from the County Right-of-Ways within Unincorporated Baldwin County; and
2) Further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.
Background: Bids were opened in the Purchasing Conference Room on May 5, 2021, at 10:00 a.m., for the Debris Removal and Disposal Services for the County Right-of-Ways. Seven (7) bids were received. Staff members, Joey Nunnally, Terri Graham, Frank Lundy, Cian Harrison, Ron Cink, Ed Fox, Suzanne Doughty and Wanda Gautney reviewed all bids received. The County Engineer and Solid Waste Director’s recommendation is based on the criteria listed in the bid specifications. Bids were evaluated on several categories. The categories were bid price, past performance, and financial stability. Final scores are listed on the attached Bid Tabulation for each bidder.
This bid will be for a two (2) year period with the option for a twelve (12) month extension.
Staff recommendation is to award the bid to the lowest responsible bidder, CrowderGulf, LLC, as per the attached Bid Tabulation.
